   In the early morning of August 8, 2010, landslides and mudslides caused by heavy rainfall in Zhouqu County, Gansu Province caused heavy casualties and interrupted electricity, transportation, and communications.

The "Notice on Supporting the Relevant Tax Policies for Zhouqu’s Post-disaster Recovery and Reconstruction" jointly issued by the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation stated that the establishment of preferential tax policies is to support the post-disaster recovery and reconstruction of Zhouqu, which was hit by a catastrophic torrential flood and mudslide. , So that the basic production and living conditions and economic and social development of the disaster area are fully restored and exceed the pre-disaster level. The Ministry of Finance has the power to formulate tax policies, and the General Administration of Customs and the State Administration of Taxation have the power to collect duties, value-added tax, business tax, income tax and other taxes.

The "Notice" stated that enterprises in the disaster area will be exempt from corporate income tax; enterprises in the disaster area will be exempted from corporate income tax on funds and materials obtained from officially recognized channels for rescue and reconstruction and reconstruction; and the rural credit cooperatives in the disaster area will be exempt from corporate income tax for 5 years. Income tax. When the disaster-stricken areas import goods needed for post-disaster recovery and reconstruction, they will enjoy preferential import tax policies.

   The "Notice" stated that donations and relief funds received by individuals in the disaster-stricken areas, as well as subsidies received by front-line personnel involved in rescue and relief operations, will be exempted from personal income tax. When building houses in the disaster area, land use tax, land value-added tax, cultivated land occupation tax, deed tax, and stamp tax are all or partly reduced or exempted. Some industries in the disaster area, such as hiring local unemployed due to the disaster, will enjoy preferential policies such as deduction of business tax, urban maintenance and construction tax, educational surcharge, and corporate income tax.

   In order to encourage outside support for Zhouqu’s post-disaster recovery and reconstruction, the “Notice” stated that donations from enterprises and individuals to disaster-stricken areas through officially recognized channels are allowed to be fully deducted before tax when paying income taxes. If outsiders donate goods to the disaster area, they can enjoy preferential treatment when paying taxes and fees such as value-added tax and urban maintenance and construction tax.
